IRC CHANNEL FOR HARD-CORE-DXERS

There has been some attempts to activate IRC channels for DXers
but often those attempts has died because of too few ppl or
fights over channels (like about an year ago over #radio).

So, how about activating channel #Hard-Core-DX? I have already made
a bot to keep up the channel and I can add you to the userlists
when I meet you there (so you can get ops for the channel).

I think in the beginning we might have trouble getting enough ppl
if we don't choose a meeting time when we would try to gather there.
So how about making noon EST and midnight EST as our official
meeting times of #Hard-Core-DX. (0400 and 1600 UTC).
