Hello again Radio Friends.
It is very quiet on this side of the world Radio wise,
KIWI Radio will be broadcasting via Radio Sue on Saturday Sept 6th from
07.00 UTC on 7475 KHz USB ( this is the 20th Anniversary of KIWI Radio,
also if the tape has got to Italy in time, a relay via Radio 510
International facilaties at IRRS-SW in Italy will will go out on Sunday
Sept 7th on 3985 khz at 19.00 hrs UTC.
We are also arranging other relays in the near future.
KIWI Radio is preparing itself, in association with Radio Sue to begin
"Legal" Low-powered FM transmissions within the next 6 - 8 weeks, on
88.6 and 100.6 MHz under the Name of " SOUNDWAVE FM'.

Radio World magazine has seen fit to write about "pirate radio"
again and I thought I should tell you what they are saying. Any
comments or responses would be appreciated !
Here is the complete text of the Editorial from the August 20 edition
of Radio World magazine...
LOW POWER, HIGH HASSLE
Pirates are on the prowl. The careful reader of RW knows that
Unlicensed radio stations, apparently operating with power levels in
excess of those allowed by law, are bothering legitimate stations and
their listeners more often these days. The NAB Radio Board has adopted a
resolution urging the FCC to take whatever enforcement or judicial steps
are necessary to terminate these broadcasts. According to the NAB, the
FCC recently referred 10 new cases of Pirate operations to Federal
Authorities around the country for enforcement. Meanwhile, as reported
in this issue, all 20 members of the Milwaukee Area Radio Broadcasters
Association recently complained to the FCC field office in Chicago about
problems of interference caused by low-power Pirates in their area.
("Low-power," indeed; at least some of those Unlicensed operators
apparently had threatened to crank it up to 500 W by the end of the
summer.) Also, in a recent newsletter faxed to member stations,
the NAB cited three articles in RW as evidence of "the latest skirmish
in
a war on Pirate radio that has seen its fronts expand over the past six
months. " Observers believe much of this activity stems from public
awareness of the ongoing case of the FCC and Stephen Dunifer, the
Unlicensed radio operator in Berkeley, Calif., and poster boy for the
micro-power movement.
But concerned broadcasters should not dismiss this as a temporary trend.
The movement seems more organized, more visible. In June, about 120
people attended the West Coast Micro-Power Radio Conference, and set up
an Internet Network for exchanging audio files. Former radio ship
operator Allan Weiner has written a new book and was on the Howard Stern
show to promote it.
Letters to RW prove that this movement has many adherents. The legal
limits of Unlicensed operation are set too low. The radio band can
accommodate more low-power operations than it does. But if pirates and
their supporters want to ease those limits, they should work within the
system to do so.
We agree that the FCC should take all steps to protect the signals of
licensed radio stations from illegal operators.

My two cents for what it's worth. I think the key quote is....
"The legal limits of unlicensed operation are set too low."
Section 15 laws allow a fraction of a watt, roughly speaking.
Anything over that and you could get in trouble! No S@#T !
Basically, a Mister microphone device with minor modifications could get
you a fine of $250,000...Excuse me.....???????
People, please remember that low power fm stations were legal 18 years
ago ! Then the FCC changed their rules. Now the minimum power level
for an FM station is 100 watts. I suggest we follow the example of
other
countries and let the people get on the FM band. I would like to
brainstorm with you all about setting up some sort of guidelines for how
the FCC should rewrite their laws, etc... With a little creativity,
perhaps we can change broadcast history and stop the "Pirate Radio War"
before it begins. I've tried to communicate with journalists from Radio
World magazine and have been misquoted badly. Attempts to get these
errors corrected were ignored, but still we should try to reason with
them, right????

GENERAL NOTICE from SPUD:
Re Australian DX Federation:
Just in case anybody interested, The committee of "South Pacific Union
Of Dxer's Inc" have held a committee meeting on the Saturday,
23 August 1997, and unequivocally rejected this Federation.
Lucio Coceani and Dieter Habicht reported that there was only just a
steering committee formed and NO FEDERATION.
This steering committee was going to contact other radio clubs in
Australia to see if there was any interest in organizing such a
Federation, but it was totally rejected by this club (SPUD) committee.
It seems that Mr Bob Padula did release number of Press releases on
his own accord and without the steering committee knowledge.
Number of items in the steering committee minutes where inaccurately
reported or omitted completely. It was resolved at this SPUD committee
meeting that this club stay independent at this time, as it would be no
benefit to this club in forming such a Federation.

INTERNATIONAL WATERS [non].
Scott Becker was interviewed by Bill Bragg on the Yesterday USA
network UT Monday Aug 25 at 0215. He said the Electra Radioship was
almost ready to sail in a couple weeks once some final parts were
received. Destination is West Indies but exact country still not
released pending contracts, nor frequencies. Will have 50-kW signal on
SW. Visitors who phone in advance (no number heard) will be allowed to
visit the ship, which has a fresh coat of purple paint and a 75-foot
mast, after Sept. 1. In East Boston, go down Meridian St. to Chelsea,
over the MacArthur bridge, and it's visible to the left.

British RADIO ZODIAC is going to test towards the USA on September 7th
from 00.15 UTC until about 06.00 UTC on 6400 kHz. Please spread this
news in the USA and around the World too. RADIO ZODIAC was on this
Sunday testing the rig with a 10 minute relay of EUROROCK at about
10.00 UTC and later a test loop tape was aired for quite a while.
Frequency was 6400 kHz..........This is now a BAD choice of channel. We
now know the DTI were out looking for RFL
because of a complaint from Holland.....More details in the new PC, WHEN
it comes out !!!

This weekend SRS moves to a new server, therefore, I can NOT guarantee
that @srs.pp.se will work this weekend or Monday. But the
@mailbox.hogia.net will work!
What will happen is that I move away from Hogia this weekend. The
hogia-maildrop will remain as @mailbox.hogia.net until December 9th when
I close the account there. On Tuesday next week, the old @srs.pp.se
should work as normal again.
The new address to our pages will be
www.lls.net/jal/index.html
Please change to that during week 38-39 if you have any links on your
homepage. The old www-pp.hogia.net/jonny/index.html will work until
December 9th.
All stations that have pages under SRS Web-Hotel will have to change
their addresses as well. The Hogia-server will get a message in October
that tells you that SRS has moved.
With some luck, this change will be noticed at your side with faster
access and much more fun on the pages.
