Sorry for the mistake, the time should read 12-13 hours Moscow time. I  
don't know if they are on summer or winter time at the moment (we've still  
got summer time here in Germany).
if summer time in Russia it is 08-09 UTC
if winter time in Russia it is 09-10 UTC.
This transmission is directed towards St. Peterburg, possibly it
