The following information from Cumbre 159 might be helpful:

VIETNAM 4754.3 New frequency here carrying National Network One,
but I am not sure where in Vietnam this is coming from as no local
ID heard.   Heard as early as 1238 but too weak.  Retuned at 1300
and determined it was in parallel to 5924.5.  Wobbly carrier but
fine modulation.  In USB to get away from Ujung Pandang one kHz
below.  Not Son La as that one remains on 4739.6 variable.
