[HCDX]: Help! UNID time pips 5990

Hi Guys,

Does anyone know what this is? I'm hearing a strange time station (?) on
5990 kHz that airs a 'pip' every two seconds. First noted 1700 on Feb. 10
when I tuned in to VOA's Talk to America on this frequency. I listen to VOA
here very often, but never heard anything like this before. Now it's 1812
and it's still on. Just pips, no announcement. Fair, stable signal (SIO
322-333) here in western Japan. Enlightenment, anyone?
