[HCDX]: February WHAMLOG updates

I've finished updating the series of WHAMLOG files which I extracted
from the FCC's datatbases earlier this morning. Thes have been posted
and may now be downloaded.

This month's changes to the FCC files are reflected in these two files:

WHAM9802.ZIP (AM databases -- 12 K)
WHFM9802.ZIP  (FM databases -- 34 K)

I apologize for interruptions to anyone who tried to download while I
was uploading the changes.
