[HCDX]: Radio Mil, Mexico

In the no-too-distant past, I read an item about Radio Mil (1000 and
6010), stating that they now were issuing QSL cards in response to
reception reports.  Further information was given such as a contact
person at the station who would be issuing the QSLs, etc.

Unfortunately, I cannot remember where I read this item.  Does anyone
have the complete text of the information about Radio Mil QSLs which they
could forward to me via E-mail?
