[HCDX]: 37 mhz help wanted

At this time 10.30 UTC I am listening to a lot of SpE on the OIRT bands,
but also between 30 and 50 MHz.
I wonder what is this:
American English on 37.250 FMn : call sign "India zero one" and talks on a
speedboat, coastguard, a harbour and a beach full of civilians 9( US Navy??).
This type of communications remember me on the reception of US Navy between
30 and 50 Mhz and F2 conditions during the last high sunspot activity.
Can anybody help?
