[HCDX]: New station in Bangui delayed

No need to monitor 11300 and other frequencies in search of the new UN
station from Bangui at present - for two reasons:

1) The transmitter HAS arrived at the airport in Bangui - BUT the generator
is located some 10 km's away and due to red tape it hasn't been able to
have the generator moved these 10 km's (sic).

2) The technical operator has become ill and is returning to Denmark in a
couple of days.

So the launch date of the short wave service has been postphoned.
