[HCDX]: 11695 kHz

The other night I tried to have a listen to the relay of Vatican Radio via
Tashkent on 11695. I was unsuccesful, but heard another station on that
frequency that I haven't been able to identify. 

>From 1540-1600+ UTC on the 16th of December I heard a signal that sounded
in a Russian-style language, with IDs that sounded like Radio Shan Be, or
similar. An address was given as Box 17537, London, England W4 3ZZ.

At 1559 the signal was swamped by a Voice of Russia Interval Signal that
disappeared as quickly as it came.

Any ideas?
