ANTARCTICA. LRA36 will have another special to NAm/Eu -- not just USA!
15475.8 khz Radio Nacional Arcangel San Gabriel, will make a special
transmission (out of its usual schedule) on the next weekend, according
to the following times:

Saturday 1 May from *2330-0100* (-0100* 2 May 1999) (Gabriel Ivian
Barrera, Argentina, via radioescutas, WORLD OF RADIO 987)

CANADA. CFRX 6070 as usual fighting with het, co-channel, Chile and/or
Irian Jaya, I suppose, but I could tell it was Paul Harvey Rest of
the Story, ending Sat Apr 24 at 1147, about U.S. President Polk.
Harvey is so totally American, I'm surprised a Canadian station runs
him (Glenn Hauser, REVIEW OF INTERNATIONAL BROADCASTING)

CANADA. The station blocking 50% of the RCI frequencies for Superspecies
Sundays at 1506-1559 is not RFI but RTBF Belgium Central African
service, via DTK Germany, as became obvious when I tuned into 17800 at
1457 Sunday April 25 during their drum IS, French and even English IDs.
That leaves RCI 13650 which is subject to absorption already. Deutsche
Welle IS also bothered RCI's 17820 at 1228 check. It seems some better
frequency coordination is called for (Glenn Hauser, OK, REVIEW OF
INTERNATIONAL BROADCASTING)

COLOMBIA. Clandestines: Voz de la Resistencia, 6170 [sic -- not
6168.3v?] from some unknown location in southern Colombia, opening
with "Compan~eros de la FARC" heard daily in April 1130-1205, 2130-2205.

R. Patria Libre, 6210v, location?, April 22 2227-2230 poor, announcing
6250, also April 23 2210-2230 "Sistema Radial Radio Patria Libre". On
April 24, 25 they did not transmit (Yimber H. Gaviria, Colombia, WORLD
OF RADIO 987)

CROATIA. New schedule of Croatian Radio via Deanovac transmitters:
0400-0900 new 5945 (55555); 0400-1700 9830 (45554), 0400-1800 new
7365 (55555); v0900-1500v 13830 poor (PanIview, Bulgaria, April 18
via Hauser)

CZECH REPUBLIC [non]. And I do mean non! Despite what Jeff White says
about the NW antenna of WRMI, I hear absolutely no trace of WRMI amid
the Cuban communist jamming, e.g. at 0300 UT Sun April 25 on 9955
(Glenn Hauser, OK, NW of FL)

ECUADOR. HCJB's Japanese service is celebrating its 35th anniversary
with special programs, including an English segment greeting by Allen
Graham. This may be used by gaijin wishing to obtain the special QSL
card. DXPL announced the schedule for this special as:

Sat May 1 1130-1230 11670 Japan
          2030-2100 17795 21470 Europe
          2230-2300 11680 SAm
Sun May 2 0430-0500 9765 NAm
1130-1200 11670 Japan (repeat of part 2 of original 1-hour)
          2230-2300 11680 SAm
(Glenn Hauser, REVIEW OF INTERNATIONAL BROADCASTING)

ISRAEL. Galei Zahal, 6442-USB, upon several checks in the evening,
found nothing but strong ute here (Hauser, OK, April 20-24)

LITHUANIA. Subject: New HF transmitter - Dear Glenn:

On April 1st, 1999, Lithuanian radio and television transmitting center
started to use a brand new 100 kW "Continental Electronics" 418F type
shortwave transmitter, installed at Sitkunai site (18 km North-West of
Kaunas, Central Lithuania). A new vertical curtain HR 2/2/.5 type 12/9/7
MHz non-reversible antenna, with reflector, beamed at 260 degrees, was
erected in order to improve the West European coverage. Daily schedule
on 9710 kHz is as follows (all times in UTC):

09:00-09:30 Radio Vilnius/Foreign Service (in Lithuanian, repeat of
            yesterday's program)
09:30-10:00 Radio Vilnius/Foreign Service (in English, repeat of
            yesterday's program)
10:00-11:00 2nd domestic program of the Lithuanian Radio (press review)
11:00-12:00 1st domestic program of the Lithuanian Radio (news and talk)
Sundays only: 12:00-13:00 Universelle Leben (Religious, in German and
English)

Other planned new Sitkunai frequencies, kHz, at various times:

9555/9790/11615/11625/12020

Both - a new (100 kW, 260 deg.) and an old 50 kW (9710 kHz, 260/80 deg.)
HF transmitters could be leased to foreign broadcasters.

F.pl.: construction of HR 4/4/.5 type 310 deg. antenna for the Radio
Vilnius North American Lithuanian and English language services. Works
to be finished until November, 1999.

Sincerely yours, (Rimantas Pleikys, Your MT reader, April 27 via WORLD
OF RADIO 987)

Note no mention of 0030 broadcast on 9855, which is no doubt still via
DTK Juelich, Germany, despite some speculation otherwise (Hauser)

MOLDOVA. Sked by fax from Yurie Moraru, R. Moldova Int'l for 28 March
to 30 Oct includes English 25 minutes: 0300 and 0400 7520 NAm; 2030
and 2130 7520 UKOGBANI (via Ruben Guillermo Margenet, Argentina)

NEW ZEALAND. RNZI with National Radio still on at 1150 April 24 on
6105, plenty far from WSHB 6095 (Glenn Hauser, OK)

NIGERIA. Now that Voice of Nigeria is off 15120, our best chance to hear
them is on 7255 0500-0700. Unfortunately, VOA in Arabic is on that
frequency from 0500-0600 with a stronger signal than Nigeria. I fell
asleep before 0600 last night (Apr. 27), so I don't know how they
sounded after VOA signed off. (Ivan Grishin, Ont., REVIEW OF
INTERNATIONAL BROADCASTING)

NIGERIA [non]. R. Kudirat Nigeria, The Voice of Democracy, in English,
Swahili [?!], Hausa, back on air via Meyerton/SENTECH South Africa to
C/N/WAf, observed Apr 12/13/14: 1900-2000 on 6205 (43343) plus jammer,
250 kW, 328 degrees; and on new 11560 (45554), 250kW, 330 degrees, ex-
11540 (PanIview, Bulgaria, April 18 via Hauser)

NIGERIA [non]. Did not check April 15-16, but on April 23, ABS Radio
was back on RFPI Friday at 1232:42 repeat on 21460-USB, following
the English/Russian bilingual show. At outset, ABS Radio said it
would be in English, Yoruba, and also mentioned Kiswahili; did not
stay with it as the USB was unstable and weak (Glenn Hauser, OK)

NIGERIA [non]. ABS is a Christian program. Heard it a few weeks ago
based on your tip. Sermon in English and several Christian slogans.
Believe that this was after Easter. (Hans Johnson, April 26, REVIEW
OF INTERNATIONAL BROADCASTING)

NORWAY. On some of my receivers, NRK 18950 at 1323 April 25 check
had annoying co-channel from Bro. Stair, 2 x 9475 WWCR which is
normally extremely strong here; this harmonic probably receiver-
produced, but nonetheless a good reason not to use 18950 I'll bet
Olav never thought of (Glenn Hauser, REVIEW OF INTERNATINOAL
BROADCASTING)

PERU. 5304.8 RADIO PAZ Y VIDA. 2334-0108 April 24. The Unid station
reported by Inoue in varioUs bulletins is the New Station Radio Paz y
Vida (Radio Peace and Life) from Pampas in Tajacaya, Huancavelica,
Peru. In the mornings only programs in Quechua, lately transmission
1030-1200 and 2330-0100 with some programs in Spanish such as Juventud
con Dios and Familia Unida. Usual ID:" Desde la capital energetica del
Peru en Pampas Tajacaya transmite Radio Paz y Vida para todo el Peru y
el mundo en la banda de 60 Metros..." After 0000 pgrm in Quechua.
(Rafael Rodriguez R., Santafe de Bogota, Colombia, April 26, WORLD OF
RADIO 987)

PERU. 6675.6 RADIO SUPER NUEVA SENSACION. 2210-2300 April 24.
After several weeks off the air, back on new frequency, ex 6618.9 I
contacted via phone call (51-74-473239) owner Emilio Carrsaco Moreno
who confirmed the new frequency. I asked for the frequency because
in the last months I heard on this Radio Impacto and RD Paraton de
Huarmaca, but he had no comment. He is interested in reports for this
frequency to Avendida Ramon Castilla 331 or Calle El Puente 101
(personal QTH). (Huancabamba) Invited people to write in for mailbag
program Saturdays at 4-6 pm (Rafael Rodriguez R., Santafe de Bogota,
Colombia, April 26, WORLD OF RADIO 987)

(VOR website April 24 via Hauser, REVIEW OF INTERNATIONAL BROADASTING)

RUSSIA. With Radio Yugoslavia now off the air, the Voice of Russia's
special program on the Kosovo situation provides some interesting
listening. After the news, UT 0111, on 9665. Also heard in the
afternoon at 1711 on 11675. They often include listeners' email as
well. (Ivan Grishin, Ont., April 27, WORLD OF RADIO 987) Daily?

UKRAINE. According to RUI, station has no budget to pay the electricity
bill; daytime only on 6020, 6130, 11840, 21520 (Wolfang Bueschel,
Germany, April 22 via Hauser)

U S A. Despite its seemingly strict clock, VOA News Now pre-empted
the 1936 scheduled airing of VOA CW-C for a NATO news conference on
15580 Sat Apr 24. Another example of twisted priorities (Hauser, OK)

U S A. WBCQ news from Al Weiner Worldwide, 0000 UT Sat April 24:
starting next week will be a new show, Out of Babylon, Fridays 4-5
pm EDT, then Jean Shepherd at 5. Al was originating from Kennebunk
whilst Randi Steele was operating the WBCQ site, and she was
accused of interrupting Brother Stair to play "If I only had a brain".
She then called in to say that Stair was not interrupted, but had a
one-minute hole to fill, so she grabbed that fill music cart, preceded
and followed by WBCQ ID. But ultimatumly, Randi added "I will not put
hate speech on the air, and the minute WBCQ's hate-speech policy is
gone, so am I" (Glenn Hauser, REVIEW OF INTERNATIONAL BROADCASTING)

U S A. Glen, Just got finished listening to WBCQ. Had tuned in to hear
the Communications World rebroadcast. They only had about eleven minutes
of CW due to satellite problems. Randi Steele said that two of the
three uplinks were down. She had worked on them last night, but the
high winds tore out her patch. Since she had airtime to kill, she told
us that she had quit her job at WBCQ. She said she would be there
another thirty-six hours in order for someone to come and replace her.
She said that Allan had asked her to draft a hatespeech policy and
if he liked it, he would endorse it. She said she did draft the policy
and that Allan announced it on the air. Sometime after the
announcement she said that Allan talked to one R.G. Stair and that
after that conversation Allan called her and told her that the
hatespeech policy was nothing but a "Manifesto of Censorship" and that
they would not be implementing it. He also said that Stair's broadcasts
would continue on WBCQ. Randi quit on the spot.
She then opened the phone lines as she had thirteen minutes left
in the CW slot and wanted some feedback about her announcement. No one
called. She played some music to fill the time. She said that the
rest of the day's programming would go on as scheduled.. She said she
didn't know what she would do when she got back to New York, but that,
under the circumstances, she couldn't stay at the station. That's all
I have. (John H. Carver Jr., Mid-North Indiana, April 25, REVIEW OF
INTERNATIONAL BROADCASTING)

U S A. Roused at 0940 Sunday April 25 to find WBCQ 7415 still on way
past supposed 0800* still with Tom & Darrel Show, and callers
offering vintage airchecks of New York and Chicago stations. After
T&D played a WBCQ ID, pulled the plug unceremoniously at 0958* T&D
must be the most informal show; I also heard them opening at 0500;
they keep discussing what would be behind-the-scenes stuff anywhere
else, like feeding WBCQ by phoneline instead of satellite; there is
no cough-switch, or it's unused as one of them coughs frequently on
the air. By "unceremoniously" I mean no goodbye, let alone a formal
sign-off anouncement. Since no one else does it, I would like to hear
WBCQ playing the Star Spangled Banner (in multiple renditions) every
time it signs on and off (Glenn Hauser, REVIEW OF INTERNATIONAL
BROADCASTING)

U S A. Subject: NW antenna. Glenn -- We have posted an updated schedule
on our web site indicating that the NA antenna operates from 0230 to
sign-off daily. (Jeff White, WRMI, April 22 via Hauser) See CZECH REP

U S A. Noticed WHRI 13760 at 1840 April 24 with operatic music co-
channel; 1859 ID claiming "now broadcasting on 5755" which they never
really do at this time of day, and 1900 R. Pyongyang IS, Spanish ID.
The subaudible hetrodyne between them varies from about 5 to 15 Hz
every few seconds; the instability likely Pyongyang's fault (Glenn
Hauser, OK)

VIETNAM [non]. VoV in English to NAm via Armavir, Russia: 0300-0357 on
new 9830 (55555), 500 kW, 290 degrees (PanIview, Bulgaria, April 18
via Hauser)

YUGOSLAVIA. Glenn,
I was monitoring the nightly propaganda from Belgrade on 9580 kHz last
night, midnight UT (23 APR). At 0006 the audio feed to the transmitter
site was suddenly replaced by loud white noise, so loud the
overmodulation covered 9575 to 9585. About five minutes later the
transmitter went off the air and was not heard again.

BBC WS reported on their 0100 news that the TV center had been bombed
and Belgrade TV was off the air. There were pictures on our TV this
morning, and reports of 9 dead in the building. It will be interesting
to see when the SW comes back up and if there are new voices on the
air! 73 de (John Cobb, GA, April 23, REVIEW OF INTERNATIONAL
BROADCASTING)

YUGOSLAVIA. Following a tip from Chris Hambly about the TV station
bombing, I checked 9580 at 0430 UT Fri April 23 and found no trace of
a RY signal, not even carrier, nor subsequently. Evidently John was
listening at the precise moment of the bombing, per later reports.
Naturally, the US media never mentioned that the insignificant SW R.
Yugoslavia was knocked off, just the RTS TV station. As far as we know,
the RY studios elsewhere were not hit, nor was the Bijeljina, Bosnia
transmitter site; just the link between them through the RTS building
(Glenn Hauser, WORLD OF RADIO 987) ###
