As a suggestion for everyone, the FCC has a search engine for its license data
base.  It will allow you to enter a frequency, location, service and/or licensee
and give you information on any transmitters that match your criteria.  It might
be useful for identifying utility transmissions in the upper SW and lower VHF
bands.  The URL is

http://gullfoss.fcc.gov:8080/cgi-bin/ws.exe/beta/genmen/index.hts

I tried entering 27680 kHz but it didn't produce any matches.
