I heard exactly the same at 22.53 on 14th Jan! I think it was in Polish, a
male announcer said "povtor angielskiego", (repeat of English) and that was
all, then it disappearead after a few seconds. Yes, probably through Albania.

Ekho Moskvy, Krasnoyarsk signed on  tonight at 23. There was a Chinese
station with a clear ID at the same time, I just somehow missed it. About
the Thai station, no sign around 2330.
