As of August 1999 TWR Bonaire had an English segment at 0200.  I was on vacation in Virginia and heard it.  For the life of me I can't remember what it was, but it was one of the syndicated programs you hear on HCJB at the approx. same time of night.  I think it was the program by Dick Saunders, but I could be wrong.
