Does not necessarily mean this. The contact address is in Algeria, while the
exact transmitter location is not known. Most sources say it's in or near
Tindouf in Algeria. But of course it could be somewhere in the western
Sahara too. To get letters through they are using an algerian address,
otherwise moroccan authorities could easily cut mail traffic.
