RVI realised already for some time that 11 MHz was too high for the
S.African winter.  The point was, that there was no antenna available at
Madagascar for frequencies lower than 11 MHz.  In the mean time, the
construction of a new antenna for lower frequencies has been finalised. RVI
was lucky that this antenna was free at times they wanted to use it.  So
