[HCDX] Radio Andina 6673

This station has just signed on after (probable) National Anthem at
1014, followed by ID announcement at 1017. Weak and noisy from here in
eastern Australia at this time, it will probably improve in the next
hour or so. Definite ID as Radio Andina heard however. Now gone into
music program with not much preamble.
