Theoretically, yes, but in today´s Peru this does not hold,
as can be seen from the Peru report on http://www.cpj.org
where there are several accounts of harassments of oppositional
broadcasters and their staff, including that of R Marañón. .

Most stations supporting the 4 Suyos protest march are members of
the Coordinadora Nacional de Radio, CNR, which is an organization
declaring freedom of speech as one of their main objectives (see
their home page at http://www.cnr.org.pe) where there is also a
link to the 4 Suyos program.

The harassment of CNR members indicates a clash of ideals. The
Committee to Protect Journalists, CPJ, labels the Fujimori government
as an "infotatorship" where "government intelligence agencies have used
assassinations plots, death threats, wiretapping, surveillance, and
smear
tactis to harass and threaten (...)".

I believe that the CPJ country report shows that freedom of speech is an

issue at stake in Peru at this time.
