[HCDX] Radio Papua New Guinea

Ok, this one I know is Radio Papua New Guinea, at 4890.  Been
listening from 1200Z through now, 1300Z.  SINPO 55545 - s9+25dB. 
Music - fun to work with.

By the way, just updated the Propagation Center
(http://hfradio.org/propagation.html) - cleaned up the page,
changed a few things, fixed some links, added a bit.  If you have
not been by in a while, or never at all, please come by and have a
look.

I'd love comments, including what you wish I would add, what you
would like to know more about, or corrections to anything if in
error.
