[HCDX] Mayak on shortwave

Mayak on shortwave from Russia is not QUITE dead yet. It can still be heard
[in the UK] from Khanty-Mansiysk on 4520 kHz, certainly not super-powered as
it's listed as 5 kW - last heard 10/9 at 1820, closing at 1900.
