[HCDX] Mayak on 1206.1 kHz

My colleague from the Netherlands asked me some days ago about a 
strange Radio Mayak signal on 1206.1. This - but very weak signal - 
also noted here in St.Petersburg, for example, between 1800 and 2000 
UTC. 1206 is out-of-scheduled Radio Mayak frequency and no any ideas 
regarding the exact location. Former Moscow-based Radio Echo of 
Moscow transmitter? Spurs? 603x2 harmonic? Who can help?
