[HCDX] Mongolia Loud and Clear

Voice of Mongolia noted loud and clear this morning on 12085 kHz at 0900 UTC
with Interval Signal and ID in Mongolian.

It was also heard with a good signal level on the Harmonic frequency of
24170 kHz at the same time.
