[HCDX] 970 PORTLAND FORMAT CHANGE

I tuned in after 0300 EST (0800 UTC) 1/24 and found 970 Portland playing
50s/60s old rock. "Crusin' Oldies AM 970" so far the ID. I'll have to
wait until TOH for an ID. Checked their FM KUPL-98.7 and they are still
C&W, so probably a call change on 970.
