[HCDX] New edition of the European Medium Wave Guide

Hi,

Herman Boel has just published his new edition of the European Medium Wave
Guide (edition Sept 1) with several changes in content and outlook including
a new chapter concerning Digital Radio on Medium Wave. At present it only
contains two items of german tests on 729 and 885 kHz.
