[HCDX] Regarding ILGRadio Database further updates.

Editors Note:
There is an increasing number of ILGRadio users who are looking their 
password or asking for each download for new access data. 
Also a lot of requests are including fake data or the address for which we "only" ask is not correct. 
Some cannot wait a few days for their password and are doing their request several times. 
There also a number of users who cannot write their correct e-mail address.
This will all waste our time and therefore no further ILG edition will be available for this summer season !
We are also planning and thinking about to delete all passwords and new 
access data will be available for 2 or 3 IRC´s (International Reply Coupons) by Air Mail. 
This should reduce our working hours for this free project drastically . . .
