That is a long-known channel of All India Radio, the entertaining Hindi 
programme "Vividh Bharati". It is broadcast simultaneously from sites 
in Delhi, Mumbai, Chennai and Guwahati, at 0025-0400, 0630-1200 and 
1245-1730 UTC (Chennai is not on air 0025-0100).
