[HCDX] RWE drops PLC

According to this piece of news (in German, sorry!)

it seems that RWE, one of the german energy providers, dropped the distribution
of internet over electric power lines (often feared as a potential QRM generator
by OMs and SWLs), because the net modems are too unstable.
