[HCDX] Chinese on 1250?

On Jan 3 I heard a Chinese-language transmission on 1250 while hunting
North American stations. Conditions mainly towards the EST area, I'm quite
certain I heard Joy 1250 Oakwille ON as well.  Audible for 50 minutes but
of course there was no signal at the top of the hour!
Any ideas what this could be?
