[HCDX] Turkmenistan 5015 spurs

On 14 Mar at 2136 I heard a strange station on 4939.
Checked it against Turkmen R on 5015 and it was in
parallel. Another similar spur was on 5091. So the
transmitter put out spurs +/- 76 kHz.
