On what basis is the frequency management "not very good judgement"?

Radio Marti is broadcasting to Latin America. VOA in English is broadcasting
to the Far East. These two target areas are thousands of miles apart. It's
very unlikely that listeners in either target area are experiencing
interference from the other transmission. Unless the interference is being
received *in the target area* then there is no problem. That's just the way
things are on shortwave.

good morning,   voice of america in english at  1118 utc  on5985 khz  in
english is recieving qrm from its own radio marti on 5980 not very good
judgement in freq management.also hearing the voice of greece i presume in
greek   at 1315 utc with very good signals. uknown site could it be in the
