[HCDX] unid log 15780

Does anybody know this station:

unid. in Swahili (tent.), heard from before 1800 UTC until 1830 often
mentioning "Arusha, Tanzania", then English language programme "wireless
communication" until c/d at 18.45, on 15780 kHz on 26 April, 2003. SINPO here in
Leipzig/DL was 45343. The English programme announced its address as P.O.Box 1706,
Grand Rapids, 49501 USA, but their website www.radio.english.net only has
outdated schedules. The used to hire airtime at  FEBA, TWR Africa and HCJB.
