[HCDX] New Italian postal rates

Hello!

For those of you who send reception reports including return postage, since 
Jan. 1st 2004 there are new postal rates in Italy.
A 1st class letter up to 20 grams now costs EUR 0.45 to Italy, European 
countries and Mediterranean area; EUR 0.65 to Asia, Africa and the 
Americas; EUR 0.70 to Oceania.
