[HCDX] Vo Sudan :21590 kHz ?

Dear Friends,
I heard this station : 7 January,2004 on 21590 kHz around 1123 UTC with OM referring
repeatedly to Sudan & there was mention of SPLA also.
Any one has hint on which Sudanese station this is and what is the email address & website
of this station?
