[HCDX] Latest Recordings 4/4: 1570.25 "Julcán"? "Tulcán"? "Ilucán"?

Excellent signal from a Peruvian on 1570.25 kHz
this monday morning 0950UTC. I think the name is
Radio Julcán transmitiendo from departamento "La
Libertad", but I´m not sure. Perhaps it is
"Tulcán" or "Ilucán"? I apreciate help on this
one.
