[HCDX] New Ukraine frequency 7440

Very good reception with Radio Ukraine International at 0040 with a 
classical music program.  Suspected RUI, but couldn't be sure until the IS 
at the TOH, and into their EE broadcast.  I had heard about the planned 
change, but didn't think it would happen until later in March.  Well 
they're here now, and it's a good choice.  No utes, and no Colombia as was 
the case on 5910.  28Feb05.   (Salmaniw, Victoria, BC)
