[HCDX] Houa Phan Moved to 4677.9kHz

LAOS-Lao National Radio Houa Phan
Monitoring in Japan on 15th June, Lao National Radio Houa Phan
has changed its frequency from 4649kHz to new 4677.9kHz.
This station is on the air from 09:57 to 12:30 and relays
news from Vientiane at 12:00, then Parallel with 6130kHz.
