[HCDX] Help with ID please

Can anyone help with the ID of this SS language station?

Recorded at 0100 UTC 27/06 on 1500 kHz

There appears to be an ID at around 12 seconds "Radio ?????? Dos"  It 
certainly doesn't appear to be Radio Dos Mil from Venezuela.

Near the end of the recording I think the announcer says "...tu nuevo 
radio". I wonder, could this be a new radio station?
