[HCDX] NGR 9704, DJI 4780

Recently reported reactivated Niger 9705 was noted today
20 July 1730 onwards on 9704 kHz.

20 July evening time there was a terrible FMing mess centered
on 4780. At 1843 a strong and clear Djibouti program was audible,
but when rechecking later, the same splattering mess was on again.
