[HCDX] R. Baluarte (correction)

My log of R.Baluarte has the wrong frequency listed.
It should read 6214.48. Thanks to the keen eye of
R.Wilkner for noticing the typo.

ID/details. Back to
mx at 0003, completely buried under QRN by 0012. Poor.
