THE next stage of the digital radio revolution has begun, with the
communications regulator calling for groups to apply to operate digital radio
multiplexes.
Digital multiplexes use the digital radio spectrum which will soon be made
available, with each multiplex able to carry a number of digital radio
channels.
The Australian Communications and Media Authority (ACMA) has said these
first licences will be "foundation" or category one licences which means they
are only available to existing radio broadcasters.
Category one licencees can transmit one or more commercial radio
broadcasting services, one or more community radio services and one or
more restricted datacasting services.
That means Broadcast Australia, which is owned by Macquarie Bank's
Macquarie Communications Infrastructure Group, will not be able to apply
for a digital radio licence despite being considered a frontrunner to do so.
"This (the new licence process) is an important step toward the
commencement of digital radio services in January 2009," ACMA chairman
Chris Chapman said.
ACMA said there wil be two multiplexes each in Sydney, Brisbane and
Melbourne and one each in Adelaide, Hobart and Perth.
The closing date for foundation licences is 9 May 2008.
But ACMA said public broadcasters the ABC and SBS could apply for a
category three licence (which mostly covers national radio broadcasting
services) at any time
