[HCDX] 15170 sick transmitter

What the heck is going on with 15170?  I'm listening at 03:11 UTC 16May with just a very strong loud buzzing sound.  No audio otherwise heard.  Is this the BSKSA?  Anyone else hearing the same thing?.......Walt Salmaniw, Victoria, BC, Canada
