sign of any SW activity on listed 9745 or 6010 for Radio Bahrein.
(Dan Henderson, USA via Cumbre-DX 19/5).

CANADA. CHNX 6130 is still using its Harris exciter, limited to
40 Watts output. Station has been operating in this mode for
several months, with full AM DSB modulation. A Harris linear
amplifier is available to yield 500 Watts but installing that is
not a high priority. (Hand Johnson, USA via Cumbre-DX 31/5).

~ CLANDESTINIA. A new international radio service began
broadcasting on May 14, "The Voice of Tibet", aimed at listerners
in Tibet and to Tibetan communities in India and elsewhere in the
world. The main studios and headquarters of the Voice of Tibet
are in Oslo, Norway. Voice of Tibet's Editor in Chief in Oslo
says it make programs in Norway and other places such as UK, USA
and Italy. The schedule of the station is 1145-1200 Mon-Fri on
15445. Daily programs consist of international news and a feature
story.

The Voice of Tibet was initiated by World View International,
Norwegian Tibet Committee and Norwegian Human Rights House. These
three organisations in collaboration with other organisation in
other parts of the world support the station, and no problems are
foreseen with funding at least for the next two years. World View
is also involved in the Myanmar Democratic Radio Station. The
Voice of Tibet won't say what transmitter they are using but the
1996 WRTH FEBA broadcasts in Tibetan daily 1200-1230 also on
15445, and FEBA's transmitters seem to be otherwise idle
1145-1200 except on Saturday. Also BBCM direction finding
suggests the site is FEBA Seychelles. (Communications World 25/5
via Mick Ogrizek).

FEBA confirms that it is carrying Voice of Tibet pxs. (Hans
Johnson, USA via Cumbre-DX 88, 31/5).

(Cumbre-DX 88, 31/5).

GERMANY. From September 1996, Deutsche Welle plans to terminate
all shortwave programming for Europe in favour of satellite
broadcasts. This is an experimental move, to assess the extent
of the satellite audience. (Jeff White, EDXC Conference in
Florence, Italy via Hans Johnson in Cumbre-DX #87).

HONDURAS. Radio Copan expects to reactivate 15675, following
unsatisfatory tests on 7460. It may look at using the 41 or 60
mb, probably with a different txer and antenna. Station has
another 1 kW txer in Miami, which may possibly be set up in
Honduras. (Station to Hans Johnson, USA via Cumbre-DX #87).

HUNGARY. WRTH96 and BBCM does not list the SW relays of the
Hungarian National Radio. For Z96, these are scheduled from the

SRI LANKA. A strike by workers of the state-run electrical
company had completely cut off power in this nation as of 29/5.
The workers were protesting against privatisation efforts by the
Government. TWR-Sri Lanka (not a SW station) was completely off
the air! The status of other stations which use shortwave is
unknown, including SLBC, Radio Japan, Deutsche Welle. Those
stations probably have generators, used for relatively short
periods, and not mas permanent replacements for the local power
grid. The Government ordered the strikrs back to work but they
had refused. (Media Network and press reports via Hans Johnson,
Cumbre-DX 31/5).

USA. The United States Government and the Government of Greece
signed an agreement at Voice of America that will grant the U.S.
Information Agency's International Broadcasting Bureau (IBB)
permission to continue Voice of America broadcasts from relay
stations at Kavala and Rhodes, Greece. Now that the agreement
has been signed by USIA Director Joseph Duffey for the U.S.
Government and by Greece's Ambassador Loneas Tsilas in
Washington, it will be sent to the Greek Parliament for
ratification.

United States Government international broadcasts from the region
date back to 1952. In September of that year, the Coast Guard
vessel USS Courier, which had been specially outfitted with
broadcast equipment, dropped anchor in the Agean Sea off Rhodes
and began to broadcast Voice of America programs. Shortly
afterwards, a site was set up on the island at Monte Smith. On
December 21, 1962, the US Government signed an agreement with
the Greek Government that paved the way for construction of the
Rhodes and Kavala Relay Stations.

The International Broadcasting Bureau, part of the US Information
Agency, conducts the US Government's non-military international
broadcast operations. An nine-member, Presidentially-appointed
Broadcast Board of Governors oversees the Bureau's three
federally funded broadcast services--Voice of America, WORLDNET
Television and Film Service, and Radio and TV Marti. In addition,
the Board provides direction to and funding grants for Radio Free
Europe/Radio Liberty and the Asia Pacific Network. Additional
information, please contact the IBB Office of External Affairs
at (202) 619-2538. (USIA via Mick Ogrizek).

1300, 15725 1400-2200, 13740 2300-0000. Gaps are caused by the
need to manually change frequencies, as txer is old (1960).
Future plans include replacing this txer with a newer unit to
avoid breaks in transmission. (Hans Johnson, USA via Cumbre-DX
88, 31/5).

URUGUAY. New station Emisora Ciudad de Montevideo, 9650v, first
heard 16-17/5 with brief tests during local afternoon.

~~ PUBLICITY. Special thanks to the North American Shortwave
Association for publicity given to ARDXC in the May issue of
their magazine "The Journal". Says Richard D'Angelo, Executive
Director, commenting about ARDXC's electronic mail services "..I
believe that they are the first DX Club in the world to
supplement their print bulletin with an electronic newsheet".

"Competition for Radio Broadcasters" - recommended reading is
this article in the March 1996 edition of Asia-Pacific
Broadcasting magazine - ISSN 0218-5601. The Internet, arguably
the planet's fastest growing multimedia delivery system is
capable of conveying real-time audio at a quality that competes
with conventional radio. RealAudio System uses data compression
to deliver FM-like bandwidth for mono programming, when used with
28.8 baud modems.

Nordic DX Championship 1966. The Finnish DX Championship will
be conducted at the end of September 1996. Contestents must
listen to certain stations in various continents and prepare
reception reports, which are then sent to the organizers.
Monitors are needed from around the world to listen to the
designated stations, for checking with contestants' reports.

Monitors are required to tape the specific contest program and
forward this to the organizers. All expenses incurred by official
monitors will be reimbursed, and each monitor will receive a
special NorDx 1996 gift.

Folk who are interested in being appointed official monitors are
asked to contact Risto Kotalampi, Finnish DX Association, on E-
mail rko@xxxxxxxxxxx [BP]

Reception Notes from "PADULA MONITORING":

With the June solstice very close, SW reception during the
Australian daytime on the lower frequencies is now excellent,
with the 49mb now occupied right throughout the 24 hours. Many
strong DX signals now audible on this band from 11am until 2pm,
with some 60mb signals audible from as early as 1.15pm!

The "Antarctic Mid-Winter Daytime" Survey, which I mentioned last
month, has attracted minimal support from members - it covers all
SW signals audible in the period 0000-0400 UTC on frequencies up
to 7500 kHz, during May, June, and July. Only one member, apart
from myself, indicated a serious interest in working on the
Survey (Mick Ogrizek), even though this sort of activity is
fundamental to the hobby. The results of the Survey will be made
available in early August.

Monitoring on 30/5, 31/5, and 1/6 here in Melbourne disclosed
many mid-winter signals, which I will share with you:

TROPICAL BAND LIST. I have received a review copy of this popular
publication, and I would like to commend it to members and
readers.

TBL contains over 1600 entries of shortwave broadcasting stations
operating in the tropical bands from 2300 to 7500 kiloHertz, and
home service transmissions from 5800 up to 7000 kiloHertz. It is
produced by Willi Passmann, Germany, with 65 A4 pages, who draws
extensively on information from DX magazines worldwide, including
the ADXN, as well as personal monitoring made on site in Jamaica
and Thailand. TBL contains details of frequencies, operating
times, powers, identification announcements, languages,
transmitter locations, ITU country codes, as well as sunrise and
sunset times at the actual transmitter locations. The list is in
two parts - one part is arranged in order of frequency, the other
by order of country. Clandestine broadcasting stations are
included. Each entry, where possible, is accompanied by a graded
indication of how often it has been heard in 95/96, either in
Europe or worldwide, or whether the station is not active. A few
entries do not give this grading.

The TBL master database is updated continuously, generally "same-
day", using information from Internet, Clubs, and the major DX
programs. A copy mailed in mid-month will be different to one
sent out at month's end! Copies are Laser-printed individually
on receipt of orders.

No listing is perfect! TBL gets very close to this standard, and
there are a few minor blemishes. They are the inclusion of the
ABC Wanneroo (Perth) on 6140, which closed down in 1995. The PNG
49 mb outlets are listed, some advised as being heard in 1995/96,
but I believe that none are currently operating now. The Yemen
outlets on 4853 5950 5970 and 6135 are shown, one (4853) reported
as being heard in Europe in 95/96. That outlet was in fact a
spurious transmission from the txer normally operating on 9780,
and has been incorrectly perpetuated through various listings for
some years. The Yemeni outlets on 5950 5970 and 6135 are not
active as far as I am aware, and TBL correctly avoids giving any
specific grading index to them. Bahrein on 6010 is listed, but
without a grading, which appears to be correct, as I believe that
it is currently inactive.

The TBL is a recommended reference, and maintains its earlier
high standard of accuracy and topicality. It may be purchased
airmail either via an annual subscription (for four quarterly
editions), or a single copy. There is a substantial discount if
an annual subscription is ordered.

A companion publication is the Tropical Band Address List, which
contains details of addresses of all stations shown in the TBL.
Addresses of inactive stations are also given, with nearly 1000
entries.

Costs. A single copy of TBL is available for US$20.00 airmail
outside of Europe, or DM 20 within Europe. An annual subscription
for four editions at three-monthly intervals is US$60 (outside
of Europe) or DM 60 (Europe). The Tropical Band Address List is
available for US$10 (airmail outside of Europe).

At current rates of exchange, the cost for one copy sent to
Australia would be about A$25.00. However, Australian banks
charge A$10 per transaction for International Bank Drafts,
lifting the unit price to around A$35.00. Australia Post offers
International Money Orders via American Express, with a service
fee of A$6.00 per order. Whichever method is used, unit cost is
relatively high, not helped by the large airmail charges from
Europe to Australia.

Orders should be sent to: Willi H. Passmann Media Consulting,
Oberhausener Strasse 100, D-45476 Mulheim-Ruhr, Germany.

Purchasers in Canada or the USA may order through: Ontario DX
Association, PO Box 161, Station "A", Willowdale, Ontario M2N
5S8, Canada. Orders through the ODXA are for single copies
purchased on a quarterly. Prices for delivery to Canada are:
CAN$18.00 postpaid. To US destinations: US$15.00 postpaid.

*** ARDXC members in Australia who are interested in purchasing
either single copies or taking out an annual subscription, but
who do not wish to make any financial commitment at this stage
are invited to contact myself, without delay! Please advise me
whether you would like to purchase:

(a) a single copy of the TBL
(b) an annual subscription to the TBL
(c) the TBL Address List

It is possible that special arrangements can be made for bulk
ordering of TBL, but I need to know the probable demand! Those
arrangements would make the unit cost much less than if ordered
directly from Germany. If sufficient copies are ordered, unit
cost could fall to as low as A$20, which would include postage
within Australia. Please let me know WITHOUT DELAY if you are
interested in TBL at discounted rates!

manufacturer, and type number. Historical data has been added
for this latest edition. Other data lists SW transmitter
manufacturers, with world SW txer usage, grouped by power level,
country and manufacturer.

The review copy has not yet arrived, so I cannot comment further
on its content. However, it's available from Ludo Maes, PO Box
1, 2310 Rijkevorsel, Belgium. Price is 6 IRCs, US$7.00, AUS$10,
