I've had the same problem on occasion.  It just depends on atmospherics.  In
fact, I believe one of the main reasons they put WWV and WWVH on 2.5, 5, 10,
15, and 20 mhz originally was to allow reception on some frequency all the
time regardless of what the atmosphere was doing.  

Also, these frequencies are harmonics of each other and that probably played
a part in their allocation.  HOWEVER, I have often wondered if that might not
be the CAUSE of some of the reception problems due to phasing where they
might (in theory) tend to cancel each other out on certain frequencies.  I
don't know, but I'd bet someone out there might know.  (they may also tell
you that I am a complete idiot when it comes to frequencies etc)  :)
