I heard UNID ukrainian radio station on 70.40 MHz
during ES-skip. The announcer mentioned  "Radio Nart"
and "Radio Nart hvilya" and two telephone numbers
"46? ?2 58" and "22(7) ?3 08". The announcer mentioned
only one frequency  "70 i 4". 
What is this?
