[HCDX]: Brother Stair

Does anybody know where the Brother Stair transmissions on 15625 kHz are coming from (here in Taiwan coming in *1600-1700 and later). They are // 13810 kHz listed from Julich, Germany with 100 kW, but I can't find any mention of 15625 kHz anywhere in bulletins or on the web.
