I presume you mean Radio Union in Peru, and Radio Mil in Mexico City. 
Although many others reports QSLs from Union, I have been unsuccessful
after many atempts over the years.  The verie signer is Juan Zubiaga -
Gerente.  Radio Mil is a good verifier, as far as Mexican stations go. 
The verie signer is Zoila Quintanar Flores.
