Mmm, you know, you may actually have VOA here.  They changed to a rolling news
format on May 29th and your description of the broadcast actually fit their new
format, VOA News Now.  However, looking at their schedule, they don't use 15445
kHz for English until 1600 UTC for Africa.  So you may be able to cross this off
the shortlist.
