GLENN HAUSER'S SHORTWAVE/DX REPORT 98-29, July 2, 1998

WORLD OF RADIO SPECIAL ON AWR WAVESCAN VIA WRMI. Wavescan #183 
contains WOR. We're scheduled to air it UT Saturday, July 11 at 
0330 and UT Monday, July 13 at 0030 (and perhaps other times as 
well) on 9955 (Jeff White, WRMI, July 1, WORLD OF RADIO 947)

THIS WEEK ON WORLD OF RADIO 947. RFPI back on 42 meters; WSUI
towers blown down; Bro. Stair jumping around 75m; CBC cuts news
bureaux; R. Asia Canada renamed R. Voice of Canada; QSL Zanzibar
now; Portugal expands African SW service; RNZI plans digital 
SWBC in 2-3 years; and most of the stories below (Hauser)

BAHRAIN. Yesterday we double-checked the queried BBC Monitoring 
e-mail schedule for the Gulf News Agency. I have to report that 
our schedule is 100% accurate as published. 

I am referring to this report: Ref: Glenn Hauser's SW/DX 98-28:

BAHRAIN [non]. Hi Glenn, You wrote: THIS WEEK ON WORLD OF RADIO 
945. Bahrain on RTTY; This is incorrect. I saw that file in last 
week's BBCM bucket. And subsequently asked Joerg Klingenfuss for 
confirmation, but he denied. Bahrain RTTY is off. Similar to the 
missing broadcasting station on 9745, the utility outlets on SW 
from Bahrain are also missing for nearly one and a half or two 
years now (Wolfgang Bueschel, Germany via Hauser)

Here are the notes from our monitor:

+++...The announcement was monitored on 14764 kHz. This frequency 
is usually monitored in the morning in parallel with 9197 kHz. 
Since second ref, Gulf News Agency reception has improved. It is 
good in the morning and fair/poor after 1500 GMT. The agency is 
now monitored from or shortly after sign-on time of 0500 GMT 
almost every day and Arabic transmission often continues to be 
fair/poor until the 2100 GMT sign-off time. The 1500-1700 GMT 
English cast continues to be untraced. The agency carries Arabic 
traffic, keeps holding, or garbles during these two hours. Hope 
this helps....+++

Please correct any subsequent reports/broadcasts please, as it 
suggests our schedule was fiction. I have great respect for all 
concerned, but our unit does check this source every day!

CANADA [non]. I heard Radio Asia Canada with their usual 
programming on new 9855 at 0220 June 25. They were not on 9405 at 
that time, so this looks like a freq change, I presume starting 
at 0200 (Ivan Grishin, Ont., June 25, RIB via Hauser)

Contrary to Sellers' sked they are not on 15560 in the
2000 hour, and in fact June 30 came on late at *2102 joining news
already in progress about Sri Lanka. New ID at 2118, "This is the
Radio Voice of Canada; please stay tuned for Canadian and world
news coming up..." (Glenn Hauser, OK)

CANADA. IS RAC A TERRORIST OPERATION? Radio Asia Canada openly
sympathizes with the "Liberation Tigers of Tamil Elam" (LTTE),
one of the world's most brutal terrorist groups, responsible
for horrific atrocities in Sri Lanka. Compared to LTTE, the PLO 
and Hamas are like boy scouts.

Canada has been a save haven for Tamil terrorists and drug
traffickers since 1987 when many of these bogus "refugees" 
arrived here. Most of them have settled in Toronto (where RAC 
originates?) and it is no secret that they finance the anti-
government terror in Sri Lanka with Canadian drug money.

Germany is another major base for Tamil terrorists, who have also
attacked the Deutsche Welle relay station in Sri Lanka. DTK in 
Juelich, which sells shortwave airtime to Radio Asia Canada, is
apparently unaware of the terrorist connection, and it is 
surprising that the Sri Lankan government hasn't protested to the
German and Canadian authorities. I suspect they don't even know
about the RAC broadcasts or the German transmitter site.

Radio Asia Canada, 15560, has a long English newscast at 2100-
2159*, including Canadian news. 15560, 11975 and 9560 are heard
with powerhouse signals, but 9405 is usually wiped out by ute QRM.
RAC has not been heard on 17530 at 1800 or 5890 at 0200, contrary
to their sked on WOR in early June (Ernie Behr, Ont., June 16,
WORLD OF RADIO 947)

COSTA RICA. News from James and Debra Latham, RFPI Mailbag, first 
airing June 26: RFPI plans to put all programming on live stream
Internet by yearend. 6980-AM was not full 10 kW power yet, but
should be within a week. 7385-USB may not be back for two weeks.
Antenna for this, not high gain, is held up in the USA (Hauser)

IRAQ. BAGHDAD was heard here in London on June 27 on 11788 (ex-
11785) with Arabic at 1945.  When I checked the frequency again 
at 20.20 a programme in German was in progress, and at 21.00, 
after some "pips" and music, an English programme was heard.

Modulation was clear, without the distortion that has previously 
plagued this station, but there was a noticeable transmitter hum 
and, although musical items were easy to listen to, the speech 
part of the programme was much weaker and difficult to follow.

There was QRM from Qatar on 11785.  It is not clear whether 
Baghdad has "drifted" to 11788 or deliberately moved because of 
Qatar. If it was a deliberate move, it seems odd that they didn't 
move to 11790, which would have given them a better chance to 
avoid adjacent-channel interference (Roger Tidy, England, June 28,

SOUTH CAROLINA [non]. I would like to make the following comments

This page is an example of inaccuracies and deliberate 
disinformation that would make any propagandist proud, and a 
serious journalist scream in outrage. 

I've been a radio amateur for some 35 years and I love the hobby, 
but I cannot subscribe to the twisted logic contained on the 
above page. First of all, the Deutsche Telecomm transmitter at 
Juelich is under the direct control and supervision of the German 
government administration the FCC has allegedly protested to. In 
other words, the German regulatory authorities had to approve the 
use of 3945. Knowing how things are done in Germany, it is 
unthinkable that 3945 could be used by Juelich without at least 
the tacit consent of that administration. In HF Broadcasting, ALL 
frequency usage and changes have to be reported to the 
appropriate national administration and passed on to the HFCC and 
ITU. Therefore, Brother Stair's operation on 3945 did not 
constitute a "pirate station". This is a legal, licensed station, 
the same one that carries Deutsche Welle and SRI, for that matter. 
If there is anything questionable about it, it's how they can 
afford to offer aittime to Brother Stair at the incredible 
dumping price of $60 an hour. I'm certain this doesn't even cover 
the operating costs of a 100 kW transmitter! But this is another
issue.

Secondly, according to ITU regulations, it is incorrect to state 
that the 3945 frequency is "illegal". As I explained before, it 
is permitted to use "out of band" frequencies, provided there is 
no formal complaint from another user with a higher priority in 
the administrative region concerned; in this case, Europe. 
Amateurs operating in Region Two (the Western Hemisphere), have 
no legal priority in Region One (Europe). It is interesting that 
the amateur/broadcaster conflict in the 40/41 mb is exactly the 
same, but there, long-standing North American amateur complaints 
have not led to any interventions, for the very reasons I've just 
explained. 

Thirdly, I doubt that the FCC/ARRL intervention had the clout 
that its promoters claim or assume. Far more likely is the fact 
that, as I pointed out before, the near-by utility frequency of 
3943.5 is registered for and used by the French military. I have 
heard activity there as recently as two days ago. When Nexus/IRRS 
Milan, and later, Vatican Radio (!) tried using 3945, there were 
protests from the French telecommunication authorities, and both 
stations left the frequency. In the case of Nexus/IRRS, there was 
even jamming to make the point. I'll stick my neck out and say 
that this is the real reason Juelich left 3945. It also conforms 
with the legal provisions and customs of the ITU I described 
above.

Sorry guys, let's forget the John Wayne stuff. I guess it's just 
that I have a passion for the truth, and that I prefer diplomacy 
over gunfire. 

Incidentally, European stations are not required to identify 
themselves "at the top of the hour". They are also not issued 
call letters, and can call themselves whatever they want.

U S A. Something else aired instead of Spectrum, UT Sun June 28 
at 0200-0300 on WWCR 5070, so apparently they have indeed quit. I 
still haven't had time to listen to the portion of the final
program I had taped (Glenn Hauser, WORLD OF RADIO 947)

U S A [non?]. Have been hearing something a little odd on 25 
meters. What sounds like an ionosonde sweeping thru a range of 
frequencies ~12000-12200 kHz, but very fast, between 120 and 124 
times per minute. Quite strong from mid-morning thru mid-
afternoon, say 1700-2100 UT. Heard on top of  WWCR, at 12160 
among others, giving considerable interference. Seems strange 
that an ionosonde would dwell on such a narrow range of 
frequencies, and sweep so frequently. Could this be an OTH radar? 
Doesn't sound like any I'm familiar with. Any thoughts on this
