COSTA RICA. AWR Wavescan #191, which sounded like a fairly new
edition, noted in progress when 9725 checked UT Mon Aug 17 at
0018; no Wavescan was aired 24 hours later, but you never know 
what they will do from one week to the next (Glenn Hauser, OK)

COSTA RICA. Despite the announced and published sked, while it 
has only one transmitter opeational (10 or 30 kW?), RFPI had been 
switching from 15049 to 6975 around 0300, and then staying on 
until about 1200. 0300 seems about the right time to switch as 
15049 is beginning to fade and 6975 has darkness to most of NAm. 
Then from  Aug 17 or so began switching around 0000 in postponed 
test to compare 15049 vs 6975 in evenings. Stays on after 0800,
but off before 1200 checks. 21460 remains off.

Pacifica News finally starting on RFPI: from Sept 2 will be aired 
at 0030, according to promo announcements (Glenn Hauser, OK)

NEW UTOPIA. We had an item on this several months ago--plans to
establish a new country in the Caribbean. The Aug 14 Tulsa World 
had a front page story about "Modern Atlantis to Rise from the
Sea", on Misteriosa Bank, 115 miles west of the Cayman Islands.
Heading the project is Howard Turney, who renamed himself after
a character in Heinlein novels, to HRH Prince Lazarus Long I.
Follower of Ayn Rand, for those who want minimal government.
Expects to be established by Dec 1, 1999; one of the first things
to be built will be a casino. Full story should be on the 
http://www.tulsaworld.com website, and story also refers to
http://www.new-utopia.com  No mention, anyhow, of any
broadcasting plans. HRH currently lives in the Tulsa suburbs

NEW ZEALAND. In case I haven't pointed this out before, the
dollar amount of the cut which has caused these drastic 
reductions is less than $100,000 US. If the NZ government isn't
willing to pay it, seems to me that it could be raised by grants
from elsewhere, even a single private benefactor. That's peanuts
in the world of international broadcasting (Glenn Hauser, REVIEW

SOUTH CAROLINA [non]. Now Brother Stair is heard on 11955 at
2200, presumably Germany, clashing with BBC (Chris Hambly,
Australia, Aug 16, WORLD OF RADIO 953)

UNITED ARAB EMIRATES. With high flux and waning summer, one 
might expect some activity on the 13 mb in the middle of the 
night. Checked around 0925 Aug 15, and UAE Radio was making it
through on 21605 with Arab music, OSOB [only station on band,
gh's personal logging abbr., paired with SSOB = strongest

U K O G B A N I. It would appear that BBC has finally shaken the 
ute on 12095 [12098?] that has plagued this frequency for so many 
years.  I have not heard the interference for a week now. It is 
interesting to note that only recently, Worldservice has started
using 12095 for the Americas after 2000 UT [via Ascension]. I 
wonder if this had anything to do with it. Regards, (Andy Reid,

AFRTS, The Savvy Traveler, noted in progress Sun Aug 16 at 1728
on 12689.5; others inaudible. Presumably occupies full hour. 
Around here it's on KOSU 91.7 Suns 4 pm CT, and KROU 105.7/KGOU

U S A. Scott Becker is definitely NOT part of Al Weiner's WBCQ
operation, tho has tried to take credit for getting it licensed.
Tested lowpower this week (George Thurman, Aug 16, REVIEW OF
INTERNATIONAL BROADCASTING)

VENEZUELA. R. Barquisimeto, 690, plans to reactivate SW 9510
starting in October in order to broadcast 98-99 season Lara 
Cardinals baseball games to Venezuela and abroad; will also have 
website and RealAudio, per Aug 14 stories in three local 
newspapers (Luis A. Guerra Brandt, Venezuela, WORLD OF RADIO 953) 
Same station previously publicized 9510 reactivation plans which 
never happened; maybe this time? (Glenn Hauser)

ON DATING STYLE: some DX bulletins follow a style of always 
putting the date of a logging report in the final () credit next
to the name of the reporter, rather than next to the TIME of the
logging! This has always seemed to me quite nonsensical. Date and
time are closely related, so why separate them this way? In items 
I myself compose, if you see a date in the credit line, it refers 
to the date of the REPORT, not necessarily the date of reception. 
Sometimes a report covers a period of time, and it is important 
to know when the report was made, e.g. when "not heard since" a 
previous date is mentioned. When attributing to a previous 
publication, the date of publication also goes in the credit line. 
Of course, the date of reception and date of report are often the 
same, especially with E-mail, but if the date only appears in the 
credit line, one should not necessarily assume this. Another 
complaint: when an item refers to a specific program likely to be 
on a weekly schedule, the day of the week should be given, 
inserted by the editor if necessary. While the current day of 
week/month correspondence may be clear in our minds, wait a week 
or two and try to figure it out (Glenn Hauser)               ###
