[HCDX]: Station Signal Time Clock ?

please , I listen on  17828  kHz to 4 september 1998
at  01:20  UTC  , the clock every second for 15 minutes
without identification station .Where is the  beginning , source , origin 
this  signal ?

Probably test ?
